I have your back



I have said that many times and meant it every time.  I know you have said it, too.  Now, it is time to put those words into action by voting in this FOP presidential election.   With negotiations for a new contract coming up and contract violations by the City to be challenged, we must look out for our own best interests.  I urge you to vote for Kevin W. Graham for FOP President.  Kevin is experienced and has supported many of our fellow officers as a unit representative and as First Vice President of the state lodge.  I will personally endorse Kevin because he has had my back in good times and in difficult times.  Likewise, Kevin will support you in good times and in bad.

We have to support him now, in order for that to happen.  Now it's time to show that you have the backs of your fellow officers, both retired and active, by voting.  Your vote will show the Mayor, the aldermen, and the higher-ups that you are active and interested in your future and in our contract negotiations. It will show them that we stand united and strong.  And, with Kevin Graham as our president, we will be a force to reckon with.  I know we have the support of the majority of the public; we must also be sure we have strong support from our President.  Please send in your ballot and vote for Kevin W. Graham.

Notes Frm FOP General Meeting 20 Oct 15

ALERT…ALERT

For those of you who may want to take advantage of the premium free health care for those that are between the ages of 55yo to 59yo, you must retire by 30 JUN 2017, because if you don’t you will have to wait until you are 60yo to get premium free health care!  This benefit will end at that time.  So if you retire after 30 June 2017, you will have to wait to retire at the age of 60 if you want the premium free health care coverage till you qualify to go on Medicare at 65yo.  Remember you must submit your retirement Par Form by 31 Oct 2016 if you plan on retiring on in 2017

If you get refused for time due, make sure you keep a copy of the refused slip.  Don’t just take the book is full for that day answer.  Remember from 35 to 5 days prior to the date, spots go by seniority not who put the slip in first.  Send a copy of the refusal to the FOP so they can keep track of how time is being handled.

FOP has stated that it will challenge any promotion list that is made up of only merit candidates.  Management gets 30% of a class, not of all those promoted.

If you go to the medical section for an IOD and they are taking their time getting you treated for you injury, don’t just go to your Doctor and get treated.  If you do you may be disqualified for a reoccurrence later.  Call the FOP to help you get the treatment you need.

The FOP has submitted its brief for the tattoo case.  When a decision is rendered, they will post the results on the website.


FREE Flu shots will be provided on Monday, November 2, 2015, from 0800 - 1600 hours.  Come to the FOP Hall, 1412 W. Washington Blvd., Chicago, Illinois. FREE Flu shots to all Members, Active and Retired, and (new this year) their spouses.  You must bring your FOP ID card to get this benefit.

Hello, 

I want to say a few words about President Obama's deal with Iran's current leadership. First this is Obama's and the Democrats' deal.  It's not America's deal.  America doesn't make deals with it's enemies and make no mistake, Iran's current leadership is our enemy.  America rejects this deal.  Iran listen up and know there is no deal!  

We are not waiting for day one of a new political leader to refreeze the money that has been kept from Iran, the number one sponsor of terrorism, which has killed our soldiers, promised to destroy Israel and build nuclear weapons to attack us.  Starting Day Now, no holder of Iranian funds will release those funds!  Should they give one penny to Iran they will be frozen out of doing business with America and we will freeze their assets here in America and everywhere we have friends.  Also from Day Now, no friend will do any business with Iran.  Right now we  consider Russia and China as friends of America.  We do business with them.  We hope to continue to do business with them.  We know Russia is sending arms to Iran.  This must stop now!  

This is not just an empty threat from one American, but a promise from the American People. Listen to them.  Do not think that we just blowing a lot of hot air.  America supports this.  America will not allow Iran to become a nuclear power.  If you are listening to the President, you are not hearing the American people.  We speak to you so that the world will hear us!  Now is the time for the world to understand that we won't stand behind the Presidents words.  We Americans stand in front!  Listen to us!  We have Israel's back.  We are the land of the free and home of the brave!  God bless our troops, God bless our veterans, God bless the United States of America!

Obama is proposing we give millions of dollars to El Salvador, Honduras and Guatamala to "help" the children. Do you really think this money is going to get to the children that really need it?
                                                      
Meanwhile, Mexico is charging for allowing them to pass through Mexico to get to the US border, paid for by the drug cartels. They are keeping the Border Guards busy changing diapers while the drug lords funnel tons of drugs into the US to turn our children into zombies.

 
In GITMO, the 147 Muslim terrorists have one doctor for every prisoner, a state-of-the art hospital system, are provided Korans and prayer rugs, food approved by the Koran, exercise and additional perks.

FOP General Meeting 21 Apr 15

The 10.5 hr day survey results are due next week Sunday from the Department.  The Lodge has been closely following the officer’s attitudes about working this schedule.  The Lodge President has stated that the 10.5 work schedule is not going to any other units.

Using your time off is still a problem in most districts.  The Lodge is meeting with the Department to get around 15% of members off, not including IOD’s, Furlos or other non-discretionary time.  To help we will need to standardize Watch Work Sheets across the Department.  Right now only about 7% of any given watch is allowed off.  At the next CompStat meeting the new time due standards will be announced 

The Lodge is meeting with officers that are using the body cameras to get their input on how well the cameras are working out.

There is now a new suspension grievance procedure.  The major change is that officers will not lose any time prior to having a hearing with an arbitrator.  This is for suspension of ten days or less.  Officers will meet with a Lodge attorney and be able to submit a three page To-From concerning the reasons why the punishment is not just. 

The Lodge is watching and waiting for the Illinois State Supreme Court’s decision on the state pension benefit reform law.  This will have an impact on our current and future pension benefits.  The Lodge reminds us that they are in this fight to the end.

The St Jude Memorial Parade will take place on Sunday May 3rd.  Step off is at 0800hrs. The IRP will be along E Solidarity Drive by Adler Planetarium.
The Lodge will hold its memorial on May 6th at 1200hrs at the Lodge Memorial Plaza.

Firearm Safety Days at the Hall are Wednesday, May 20th from 0800 to 1700hrs and Thursday, May 21st from 0800 to 1500hrs.  There will be on site safety inspections and cleaning of duty related weapons at no cost.  Representatives from Colt, Smith & Wesson, Ruger, Springfield Arms, Sig Arms, DS Arms, Glock, Boston Leather, LMT will be there.

One officer complained about OEMC putting him on the scene of a call without informing him, more than once.  He claims, he was on lunch or busy doing something else and is concerned that others might have this done to them and could be held accountable for something when he was not present.  Please let the Lodge know if it happens to you.

FOP General Meeting 17 Mar 15

Due to problems in the past surveys, the Lodge is going to use the news letter form to decide whom to endorse or no endorsement.  If you want your voice heard send it in ASAP.  The PAC was unable to come up with a recommendation.  

There will be training on writing grievances on April 13th at 10am and April 16th at 5pm at the Lodge.  

On May 12 there will be an Arbitration Hearing for the FTO grievance for two PPO's at the same time.

We are being told that CPIC is watching your tweets and facebook posts.  Not a good idea to let the world (bosses) know your location and activity while working especially VRI locations.

The Lodge is in litigation with Mike Shields over violating the contract for his removal from office.  The Lodge has put Mike's lawyers on notice that the Lodge will seek reimbursement for our expenses.

The Lodge will hold our memorial on Tuesday, May 5th at about 11:00am.
The State will hold its memorial on Thursday, May 7th.

The Washington memorial will be on Friday, May 15th.

Retro Pay: Coming in on the 26th of this month.

Body Cameras: Pilot program coming to the Third Watch in 014

10 Hour day: Only in 005 this year.  Will evaluate at the end of the year.  Membership wants the City to give us something if it is to go Citywide.

Pension Fund monies to fund City improvements.  New City Treasure, who sits and votes on our Pension Board, wants to use our funds to finance City projects.  Big NO from our Rep Mike Lappe.  Next Investment Meeting Wednesday 28 Jan 15 at 0900 hrs.  Next Board meeting Thursday 29 Jan 15 at 0900 hrs.  Both at the office 221 North LaSalle Street Suite 1626.

FTO’s: There is a class action grievance for having more than one PPO during a tour.  FTO Michael Chorba along with Field Rep Kevin Kilmer were able to find it.  We hope to get an arbitration date within the next few months.  FTO’s will be notified when the Lodge gets the date.

FOP Meeting 18 Nov 2014


Today, both FOP President Dean Angelo and Mayor Rahm Emanuel signed the new contract.  This starts the 75-day countdown to receiving the retro-check (01 Feb 2015).  The Dec 1st paycheck should reflect the new pay rates.  

On 30 Sep 2014, the Retirement Board sent a letter to Ms. Lois Scott, Chief Financial Officer of the City of Chicago; Alderman Edward Burke, Chairman of Finance; and Ms. Susana A. Mendoza, City Clerk of Chicago.  The letter requested $592,863,325 for the 2015 tax levy.  This meets the required notice to the City.  However, the City has until 2016’s property tax collection to disburse the funds to the Benefit Fund.  If the City does not make the payment with the 2016 tax collection, the Fund will then have to give notice to the State.  Then the State will send tax collections to the Fund that were going to go to the City. 

The federal government has stopped funding for To-Spot.   That overtime will be cancelled.  Please check with Special Events if you were given work dates to see if they have been canceled. 

After reviewing the 2012 arbitration loss of the desk sergeant grievance, our lawyers have decided it is not in our interest to continue this grievance.  The arbitrator found that desk officers were not supervising officers while acting as desk sergeants.

If you have an IOD slip-and-fall make sure that you note all defects in the area.

Make sure your contact information is up to date with the Lodge.


The Lodge has a TRO against the release of officer’s names and CR history from more than the past five years as those records were to have been destroyed by contract.  The Labor Board is reviewing the issue and the courts will wait to review the Board’s decision.

I voted NO!

“I have your back.”  Are not just words that I speak.  It’s a promise I’ve made to you, my brother and sisters.  Yes, even you who have not yet joined our family.  I will not break that promise.  That is why I have voted NO on this contract deal.  I will not vote to have those who are not on the job yet, have money taken out of their pockets.  I will tell them when I see them that you can trust me for I did not turn my back to you.  I stood up for you.

I did not not turn my back to those that have more time on the job than I.  I voted for seniority rights.  


These are just two reasons, there are more, but to me my word, my promise is worth more than any retro check I might get.  Please vote NO on this deal.

Sent to SSC

OT: Went down to Gun Registration the other day to register a new duty carbine (Sorry Court).  On the registration form there was a spot to put in my Social Security Number.  I left it blank and turned the form in.  The gun registration officer told me that without putting the number in, he could not accept my application.   I informed and showed him section 6.11 of the Contract with the City that states, "The Social Security Number of an officer covered by this Agreement shall not be disclosed and shall not be included on documents, except those essential for payroll or compensation purposes."   This has been in effect since 01 Jul 07.  I put in my number on the form and then returned to my district and put in a grievance.  I called FOP and informed them of my actions.  Yesterday I was informed by FOP that they had contacted the City and we will no longer be required to put our social security number on the gun registration form.  Fine, thank you FOP.  However there are thousands of old forms that have our social security numbers on them as well as computer files!  I requested that all old forms have our social security numbers redacted and computer files erased.  The collection of these numbers has gone on since 2007, seven years after we got it prohibited by contract!  If in your job you know that social security numbers are recorded for purposes other than allowed by contract, please let the Lodge know!

Prior to the meeting President Shields accused Past President Mark Donahue, 1st Vice President Bill Dougherty,  Financial-Secretary Rich Aguilar and past 3rd Vice-President Greg Bella with entered into ‘pre-determined’ and ‘back-room deal’ arbitrations ,which included precise, agreed-to findings and language, with the City and Arbitrator Edwin Benn for our last two contracts.  President Shields stated that he got his information from Attorney Paul Geiger.  These charges were printed in the Sun Times newspaper.

At the start of the meeting President Mike Shields was served with a letter from the State Lodge by State Vice President Kevin Graham, CPD 019 Dist. He was ordered to leave the Lodge as his membership had been suspended and he could no longer act as President.  A call was made to CPD to have Officer Graham arrested.  CPD showed up and when informed of the situation they left without Officer Graham.  President Shields refused to leave the meeting.  Mike then spoke about the park district’s new contract which reduced benefits and increased costs for health care to retirees.  Because it was agreed on by their union, the City feels that the State Constitution’s protections won’t won’t come into play.  The Lodge believes that the provisions of the State Constitutional can not be waved. 

Mike was asked to read the papers that the State Lodge had sent.  He then read the letter to those present.

1st VP Bill Dougherty stated that Paul Geiger was at the last board meeting and said that Attorney Geiger had no knowledge of any malfeasance during the contract arbitration.  A recording was played of the Board meeting and Paul Geiger is heard saying that he has no knowledge of the negotiations because he was not involved with the negotiations.  Paul Geiger denied knowing anything about a fix and just suggested that it could be found in emails between Tom Plines and the City, so Paul suggested to save those emails.

In arbitration  50 officers were given their time back for iod due to Coventry not approving surgeries for their injuries.  They had been charged for their time away from the job by the City and the City wanted them to go on disability.  All 50 officers had their time restored and got their surgeries.

On 19 Feb 2014  there will be bullet resistant vest show at the hall.  Most major vest manufactured will be there.

In Branch 50, Judge Tom Donnelly in out of 50 cases found only 4 had probable cause.  The judge goes out of his way to put on the record that the officers are liars.  He is a visiting Judge and it is suggested that if you are to appear in his court room, go to the second floor and go before the Grand Jury and get an indictment.  The Lodge will have more info for 2014 judge elections.  The Lodge Board voted not to give and money to any politician who voted for "pension reform”.

A member that was indicted for taking police action while on duty and suspended without pay, is back on the job.  The City refused to pay indemnification for this  officer and over was 200,000.00 in legal fees were paid by the Lodge.  Which the Lodge is trying to recover in arbitration from the City.

A phone call with IPRA Chief Scott Ando, former DEA agent.  Our contract states that no officer shall answer any allegation without appropriate affidavit.  Right now IPRA is not providing a copy of a signed affidavit to officers under investigation.  Call the Lodge immediately.  The Lodge wants makers of false affidavit turned over to state attn. as the law currently states,  but the law also states that if affidavits are covered by a contract, the contract takes precedence.  This must be fixed.  Either by state law or negotiations.  
The Lodge won the NATO change of starting time arbitration.  The arbitrator gave the City 90 days to identify those who had their times changed. 

Some review officers were placed on the desk and a grievance was filed, the arbitrator dismissed the class action and held for an individual.  He found that desk, review and lockup are all the same assignments.  The Lodge is reviewing the award.  The City is trying to get rid of the review officer position.  

The City has decided that no veteran will loose any limited duty time for injuries in service to our country.  

It his my understanding that President Shields has been assigned to 018 and will report some time in January after he finishes his furlough.
